From this thread, it looks like you'll need an armourer at your base, as that is who will give you the blueprints for them: Build the specialist terminals at your base, then staff them. One of them is a weapons terminal that needs you to find an armourer. The armourer gives you a mini quest to get the plans for the Haz-Mat gloves.

Having a lot of trouble with this quest given the quest to find a Vy'Keen Armorer with zero luck. I've jumped to about 20 Vy'Keen galaxies, looking for an Armorer and can't find him. I went underwater for the first time in VR and it might be my favourite VR moment yet in NMS. The seaweed swaying, shadows of fishes on the sea floor, eerie glowing plants. I need to make an underwater base now. I didn’t play the patch that improved underwater biomes so it was a double hit for me, the behaviour of fish is so much more
